feat: delegate accountability score, conduct contact, URL-persisted contributor filters, mentor pairing

• Add a delegate accountability score (participation, recency-weighted activity, majority alignment) with a badge on the delegate directory and voter-history views. Documented in docs/delegate-accountability.md.
• Resolve the conduct-contact placeholder in CONTRIBUTING.md and CODE_OF_CONDUCT.md.
• Persist contributors Wave Tracker filters in the URL so filtered views are shareable.
• Show an "Ask @handle" mentor link on good-first issues that have a mentor, and document the Mentor field in CONTRIBUTING.md.
