refactor: consolidate duplicate governance helpers; add quorum/turnout section

  • Remove the dead comment hashing/verification code from governanceStore.ts; src/lib/wallet/signMessage.ts is the single implementation. Comment length limits now come from one place.
  • useDelegation re-exports the canonical isConfusableAddress from stellarAddress.ts instead of keeping a local duplicate; adds tests.
  • Remove the unused VoterHistory export from governance/archive/page.tsx.
  • Proposal detail page shows quorum, turnout, approval vs. threshold and abstain votes, and hides the section when the data is missing.
