Resolves a part of #14404

Description

What is the purpose of this pull request?

This pull request:

  • Adds @stdlib/blas/ext/base/ndarray/gapxsum, an ndarray API wrapper for @stdlib/blas/ext/base/gapxsum, which adds a scalar constant to each element in a one-dimensional ndarray and computes the sum.
  • Accepts an array-like object containing a one-dimensional input ndarray and a zero-dimensional ndarray containing the scalar constant to add, following the conventions of existing @stdlib/blas/ext/base/ndarray packages (such as gsum and gaxpb).
  • Includes unit tests, benchmarks, TypeScript declarations (index.d.ts and test.ts), REPL documentation, a README, and examples.
