由SPLRAD Steward同步中央管理文件并保持仓库规则与中央配置一致。

变更原因

中央管理文件需要跟随当前规则更新，避免目标仓库保留已经过期的配置。

主要改动

• 按github profile同步AGENTS.md与.github/copilot-instructions.md
