feat(web): distinguish no turn in progress from unsupported turn bounds

Implements DRC-4548.

Summary

• DRC-4548: A non-working row's TURN sentence was falsely rendering "Harness does not report turn bounds" on idle and needs-input Claude rows, though Claude reports turn bounds.
• Added reports_turn_bounds: bool = True to HarnessSpec in aggregate.py (with cursor set to False), and published it in _harness_summary.
• Updated next-observed.js to derive turnReporter and render "No turn in progress" when a turn-reporting harness is idle or needs-input (and "Turn bounds not published" if working without bounds), while reserving "Harness does not report turn bounds" for adapters that never publish turn bounds.
• Updated asset byte and digest pins across test_next_page.py, test_next_flag.py, and test_focus.py.
• Added test coverage in test_next_observed.py, test_next_session.py, and test_harness_registry.py.

• python3 scripts/bump_version.py --current: 0.25.0, unchanged

• Test suite coverage: 86.8% (above fail_under threshold)
