People can now suggest a tag from the product form's tag picker (source-cooperative/source.coop#648). This replaces the "contact hello@source.coop" line in Create a data product with how suggesting works: the tag goes on the product as pending, the team approves, merges or removes it, and each person can have five suggestions awaiting review. Stacked on #39; merge after it and alongside source.coop#648.
