Adds Content Guard to the Pre-commit time tools table: a policy-driven secret and PII leak scanner and publish gate for content that leaves your machine (PR bodies, docs, release notes, AI agent output). It complements git-history scanners like git-secrets and detect-secrets by gating content at the output/publish boundary, with named policy profiles and in-place redaction. Local, no daemon.
