devalue 5.9.0 came in under @sveltejs/kit and ships in the Worker; every release up to 5.9.2 has open advisories, including a DoS on malformed input. The undici advisories reach 7.29.0, one past the existing floor. Both are now overrides with matching lockfile-security floors, so a lock regen can't bring them back. Nothing updated dependencies on a schedule. Dependabot now opens one grouped npm PR and one grouped Actions PR a month; Actions stay pinned by SHA.
Version updates now wait 7 days after a release before Dependabot proposes them, so a release that is pulled within days never reaches a PR; security updates are unaffected. The header now says major npm bumps open their own PRs, and the npm PR limit uses the default.
The header still named four packages and an undici example below the old floor. It now gives a below-floor example for each package in FLOORS.

Raises two security floors.
devaluewas 5.9.0, pulled in by SvelteKit, and ships in the Worker. Releases up to 5.9.2 have published advisories, including a denial of service on malformed input. The lockfile now resolves 5.9.4.undiciadvisories reach 7.29.0, one past the old floor. This is build-time only (wrangler and miniflare). Both are
overridesentries with matchingcheck:lockfile-securityfloors, so an older npm regenerating the lockfile can't bring them back.Dependency update automation ships separately, so this PR adds no Dependabot config.
