This PR adds lorisleiva/workflow-inputs-action@v1 to both publish workflows so the inputs used to dispatch a run are rendered as a table in the job summary. Makes it easy to see what was requested when reviewing a publish run later.

@yihau do you want to use this in the repos under anza-xyz? It automates the whole "show inputs" work in every workflow

thank you for the information! my guess is that anza-xyz might not use it that much since we already integrate the summary into the release pipeline. maybe repos that already have their own release pipelines like solana-sdk or pinocchio would be a better place to start. I will check 🫡
