Incoporates feedback: allow config in chain, a region override, and rename CredentialChain to IdentityChain
Why is this change needed?
Explain the motivation: bug, feature request, refactor, performance, etc.
People might already have a config available and want to pass it in. People might need to use a specific region rather than an environment region. IdentityResolver is the recommended name change from review.
