Replace lint.yml and pytest.yml with ci.yml (CI): a lint job (ruff check and ruff format --check) on 3.15 and a test job across the matrix, which now includes 3.13 and 3.14. Co-Authored-By: Claude <svc-devxp-claude@slack-corp.com>

praise: Filling in 3.13 and 3.14 alongside 3.15 closes a gap the old matrix had, and the ruleset already requires all six test checks 🐍
