chore: remove requirements.txt in favour of pyproject.toml - #156

Conversation
pyproject.toml already declares every dependency. Removing requirements.txt leaves one source of dependencies, matching bolt-python-starter-template#71. CI and the README now install with `pip install -e ".[dev]"`, and the LLM vendor note moves into pyproject.toml.
