Problem

Release v3.1.0 (#187) failed in run 37653554926: npm publish returned E404 Not Found - PUT https://registry.npmjs.org/webfinger.js, which is how npm reports a rejected token. The NPM_TOKEN secret was created 2026-07-05 and npm granular tokens default to a 90-day lifetime, so it expired around 2026-10-03.

The workflow had already force-pushed the v3.1.0 tag and created the GitHub release before attempting the publish, so GitHub advertised a release that does not exist on npm (npm latest is still 3.0.6). Tracked in #188.

Fix

  • Move Configure Git, Create and push git tag, and Create GitHub Release after Publish to npm. If publish fails, nothing public is created and the job can simply be re-run.
  • Rewrite the failure step summary and auto-created issue: they previously said the tag and release were created and told the operator to publish locally. They now say nothing was created and give the rerun command.
  • docs/RELEASE.md: document the new ordering, token expiry, the E404 ... PUT signature, and Trusted Publishing as the token-free alternative (the workflow already has id-token: write and --provenance).

Recovering v3.1.0

This PR does not touch the existing tag/release. Once NPM_TOKEN is rotated (or Trusted Publishing is configured), re-run the failed job with gh run rerun 37653554926 --failed. The existing tag and release already point at the correct 3.1.0 commit, and the workflow updates them in place.

Summary by CodeRabbit

  • Chores
    • Package releases now publish before the release tag and GitHub release are created, preventing incomplete releases when publishing fails.
    • Failed publishing provides recovery guidance; rerunning the failed job can continue the release after the issue is resolved.
  • Documentation
    • Updated release and setup guidance to explain publishing order, token requirements, Trusted Publishing, and troubleshooting.

The publish workflow force-pushed the version tag and created the GitHub
release before running npm publish. When publish failed (v3.1.0, run
37653554926: NPM_TOKEN had expired), the repo advertised a release that
did not exist on npm.

Reorder so the tag and release are created only after npm publish
succeeds. A failed publish now leaves nothing public behind and the job
can be re-run as-is. Update the failure summary/issue text accordingly
and document token expiry and Trusted Publishing in docs/RELEASE.md.

📝 Walkthrough

Walkthrough

The workflow now publishes an unpublished npm version before creating a Git tag and GitHub release. If publication fails, it reports that no tag or release was created and provides recovery steps. The release guide documents the updated process, authentication requirements, and retry instructions.

A rabbit watched the packages hop,
To npm first, then tags on top.
If publishing fails, the tag waits still,
A rerun brings the release to fill.
The guide leaves carrots for the way.

180-192: The failure alert step still depends on steps.npm_publish.conclusion.

The alert step runs only if npm_publish failed, so it is correct for this change. Failures in the later tag and release steps no longer produce an alert or an issue. If tag push or release creation fails after a successful publish, a rerun skips npm publish. The npm_check step then sets already_published=true. The "already published" summary text says the tag and release were updated, which stays accurate on rerun. No change is required.

123-128: Publish step looks correct after the reorder.

The step runs only when already_published is false. It runs before the tag and release steps. A failed publish stops the job, so no tag or release is created. id-token: write is present, so --provenance works.

182-183: 🔒 Security & Privacy | 🟡 Minor | ⚡ Quick win

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Static analysis flags template expansion in a run script. The risk is low.

Line 182 expands steps.version.outputs.version directly into the shell script. That value comes from package.json in the merged release branch, and the PR author controls it. Line 183 expands only GitHub-controlled values. Passing both through env: removes the zizmor finding and avoids shell injection if the version string is malformed.

Proposed fix
- VERSION="v${{ steps.version.outputs.version }}"
- RUN_URL="${{ github.server_url }}/${{ github.repository }}/actions/runs/${{ github.run_id }}"
+ VERSION="v${PKG_VERSION}"
+ RUN_URL="${GITHUB_SERVER_URL}/${GITHUB_REPOSITORY}/actions/runs/${GITHUB_RUN_ID}"

Add this to the step env: block:

          PKG_VERSION: ${{ steps.version.outputs.version }}

- Pass package version and run metadata to the failure-alert step via
env instead of expanding them in the shell script
- Document the workflow edits Trusted Publishing needs (drop
  NODE_AUTH_TOKEN, setup-node v7+)
- Present E404/E403 on publish as a likely, not certain, token problem
  and add Trusted Publishing checks
