ci: skip pull_request runs for the rebuilt bundle commit - #42

The bundle commit pushed with GITHUB_TOKEN created pull_request runs of CI and the Dependabot bundle workflow that waited for maintainer approval (seen on #41). [skip ci] drops them; CI still runs through workflow_dispatch. CONTRIBUTING notes that Dependabot stops rebasing a pull request once the workflow has pushed to it.

The first real run of the Dependabot bundle workflow (#41) worked: CI failed
bundle:checkon the Dependabot commit, the workflow pushed the rebuilt bundle, and theworkflow_dispatchCI run passed all five jobs. The bundle push also createdpull_requestruns of CI and the bundle workflow that sat in "action required" waiting for approval.[skip ci], so those runs are not created; CI still runs throughworkflow_dispatch, which[skip ci]does not affect.The change can only be exercised by the next Dependabot pull request that changes the bundle.
