This is probably not causing anyone any problems, as you wouldn't Export Report the same year over and over again. If it's really really hard to fix, it may not be worth it -- consult with the leads.

Could this be assigned to me? I have a fix ready: download_button_to renders a GET link to a send_data endpoint, so the page never reloads and rails-ujs never re-enables the button. Opting download buttons out of data-disable-with the same way modal_button_to was for #5632 fixes it, with a helper spec and a system spec on the annual report page. PR coming right after.
