Ports the az filter work from stale PR rtk-ai#1209 onto current develop. Specialized compact filters for az pipelines build/runs (list/show), az devops invoke --resource timeline|logs, and az account get-access-token (token masked). Unspecialized az subcommands fall back to a value-preserving generic JSON compressor that prunes Azure DevOps noise keys and caps array length, rather than the schema-only extractor the original PR draft had used. discover/rules.rs had diverged heavily from the PR's branch point, so this reimplements just the az rule/wiring on top of current develop instead of merging the stale branch.
