Summary
This PR migrates the repository build, test, lint, formatting, staged-file, and Git-hook workflows to Rstack CLI.
It consolidates the standalone configurations in rstack.config.ts, preserves typed linting and heading-case formatting, and installs the unified VS Code integration and versioned CLI docs skill.
