change

• add fmt/pdi, fmt/x12-210 and fmt/dtn with baseline templates and configurable values.
• keep receiver-specific layout changes in template overrides, including padding, control numbers and numeric precision.
• share only substitution/alignment. plain values keep PowerShell interpolation; explicit formats retain typed .NET formatting.
• leave the runner, sources, destinations and helper dependency pins unchanged.
• publish the additive formatter release as DataAgent and DataAgent.Test 0.9.0.

checks

• 151 acceptance checks and 34 invoice checks pass locally.
• the invoice cases also pass against a locally published/saved package.
• pin, capability inventory, negative capability and syntax checks pass.
• DateTime regression proved red before the shared fix, then green. covers en-US/fr-FR, plain/aligned/formatted DateTime and decimal values, plus typed DataRow input.
• all inputs in this PR are synthetic. no customer identifiers, addresses, credentials, source data or private links are included.

These are layout baselines, not a general EDI parser or standards certification. Per-receiver parity is still an adoption gate. This release does not install or switch any job.
