Add a root check-format task running vp fmt --check and include it in the ci dependencies. Both the pull request and publish workflows already run vp run ci, so formatting failures now fail both workflows.

Validation: git diff --check passed. Attempted pnpm exec vp run ci, but this checkout has no installed vp; dependency installation was blocked by npm registry DNS failures.
