python-calamine: add build-python-calamine.yml for riscv64 wheels - #910

Builds cp312/cp313/cp314/cp314t wheels for python-calamine 0.8.2 (PyO3/maturin bindings for the Rust calamine spreadsheet library) on manylinux_2_39_riscv64, mirroring upstream's cibuildwheel-based build job. Tests reuse upstream's own pytest suite, including the pandas[excel] integration tests where a riscv64 pandas wheel is available.
