Installing the repaired wheel into cibuildwheel's test venv pulls in Pillow and cryptography as aardwolf's runtime deps. Neither has a riscv64 wheel on public PyPI, so pip builds them from source: Pillow's setup.py fails with RequiredDependencyException: jpeg (no libjpeg headers on this image), and cryptography's openssl-sys build script can't find openssl via pkg-config. Install libjpeg-turbo-devel and openssl-devel in CIBW_BEFORE_ALL_LINUX, the names already used for these headers on manylinux_2_39_riscv64 in build-pytango.yml and build-uamqp.yml/build-scrypt.yml respectively.
