Port python-metrohash (MetroHash, a fast non-cryptographic hash family) to riscv64. The extension is a standalone C++ Cython module with no external dependencies; its x86 SSE4.2/AES fast paths are gated behind AUDITWHEEL_ARCH == x86_64, so riscv64 builds take the portable fallback already exercised by every other non-x86 target. Upstream cuts the 0.4.1 release without a git tag; pin to the commit whose tree matches the released sdist (aside from CI/test infra the sdist never ships).
