apache-beam 2.54.0-2.61.0 pins grpcio<1.66.0 excluding 1.59-1.62.1 (and most of 1.59-1.62 are excluded anyway); our registry's lowest cp312 build was 1.72.0. 1.65.5 predates grpc's pyproject.toml build migration the current patches target (and cp313's release by ~2 months), so the matrix drops cp313/cp314 and the patch-apply step becomes conditional since this version needs none of them.
