Build the py3-none pkgconf executable wheel for manylinux and musllinux with upstream's cibuildwheel config, and run upstream's pytest suite from the checkout in the test phase as its test.yml does. One patch adds the bundled pkgconf's ISC licence to license-files; upstream's wheels ship only the wrapper's MIT licence.
