pyavd-utils: Add version 0.0.7 - #3218

pyavd 6.4.0 (the latest release) pins pyavd-utils==0.0.7 exactly, so that is the version built here rather than the newer 0.0.12. Build both manylinux and musllinux like upstream; the musllinux leg overrides the rust-toolchain.toml pin (1.95.0 has no riscv64 musl host toolchain) with stable.
