ciris-server: Add version 0.5.224

Compiles the PyO3/maturin Rust extension ciris_server._native (with the CIRISPersist/CIRISEdge/CIRISVerify cores folded in) as one cp310-abi3 wheel. Upstream publishes no riscv64 wheel.

Mirrors upstream's build-wheels.yml (linux job).

Differs from upstream

• Built in the manylinux_2_39 image with dnf instead of Ubuntu apt - riscv64 build image.
• Built-in Google OAuth client ids not compiled in - they are upstream release secrets.
• Wheel size gate dropped - it guards PyPI's per-project upload limit.
• 16 GB swap and a 24 h timeout - ~640-crate graph on a 4-core runner.

Matrix: cp310-abi3 only, same as upstream (pyo3 abi3-py310).

Testing

• same as upstream (ctypes Verify-FFI fold smoke and FFI symbol inventory); the x86_64-only CIRISConformance gate is not run.

License: Wheel bundles OpenSSL (Apache-2.0), libdbus (AFL-2.1) and Oniguruma (BSD-2-Clause); upstream ships no licence text for them, so the build adds it.
