pysplashsurf: Add version 0.14.1.0 - #3148

PyO3/maturin cp310-abi3 extension over splashsurf_lib. Mirrors upstream's linux_wheels maturin-action job and its pytest job (including the splashsurf CLI comparison tests). Upstream's .cargo/config.toml sets target-cpu=native, overridden to generic-rv64 so the wheel does not depend on the build runner's ISA extensions.
