Compiles the cargo-xwin Rust executable (maturin bindings = "bin", one py3-none wheel). Upstream publishes no riscv64 wheel.

Mirrors the linux job of upstream's Release.yml and the Linux steps of CI.yml.

Differs from upstream

• glibc manylinux_2_39 build instead of static musl - rust-musl-cross has no riscv64 image.

Testing

• same as upstream's Linux test job (x86_64 and aarch64 Windows builds, both cross-compilers), run against the installed wheel.
• xwin run/xwin test dropped - wine has no riscv64 build.
• nightly-only bindeps case dropped.
