anise: Add version 0.10.6

Compiles the pyo3/maturin anise._anise extension (per-interpreter, not abi3). Upstream publishes no riscv64 wheel.

Mirrors the linux job of upstream's python.yml.

Differs from upstream

• cibuildwheel instead of maturin-action - the Rust toolchain is installed in the riscv64 manylinux container.
• numpy build requirement resolved from the RISE registry, binary-only - PyPI has no riscv64 numpy wheel.

Testing

• same as upstream (download_test_data.sh, then pytest over anise-py/tests); notebook regression step not run.
