Adds the riscv64 wheel build for renkin, a Rust/PyO3 retrosynthesis route auditor and planning engine. Pure Rust dependency tree (chematic, pyo3, rayon, flate2); no C/system libraries. Mirrors upstream's maturin-based release.yml, narrowed to Linux manylinux_riscv64.
