pytrilogy: Add version 0.3.339

Compiles trilogy-parser, a small PyO3 Rust extension (_preql_import_resolver) that parses the Trilogy query language and resolves import/datasource dependencies. Upstream publishes no riscv64 wheel.

Mirrors the linux job of upstream's pythonpublish.yml.

Differs from upstream

• Checks out a bare commit, not a tag - upstream pushes version bumps straight to main with no git tag.
• One -i <interp> build per matrix leg instead of --interpreter with all three - same outcome, fits our per-interpreter riscv64 jobs.
• riscv64gc-unknown-linux-gnu target, manylinux: '2_39' - no auto riscv64 image exists.
• Dropped sccache and the cross-compile-only PYO3_CROSS_LIB_DIR docker option - this is a native build, not a cross build.

Matrix: cp311/cp312/cp313 - upstream ships no native Linux cp314 wheel; 3.14 is wasm/Pyodide-only (see its wasm-wheel.yml).

Testing

• same as upstream (trilogy --help, trilogy run "SELECT 1 + 1->test;" duckdb against the patched wheel)

License: OK

Built locally on cp311 (x86_64): wheel builds, patch_wheels.py adds the runtime Requires-Dist, install and both smoke commands pass.
