Builds CocoIndex's PyO3/maturin Rust extension (cocoindex._internal.core), the engine behind its incremental ETL/RAG-indexing pipelines; every optional vector-DB and LLM-provider backend (Postgres, Qdrant, Neo4j, Kafka, etc.) is a plain Python extra, not a Rust build dependency. Upstream publishes no riscv64 wheel.

Mirrors the generate-3p-notices/build/test-abi3/test-free-threaded jobs of upstream's release.yml.

Differs from upstream

• Linux only - macOS/Windows legs dropped.
• cargo-about installed via cargo install --features cli, not cargo-binstall - no riscv64 release binary.

Matrix: cp311-abi3 + cp314-cp314t, upstream's own two flavors (default abi3 Cargo feature vs --no-default-features for free-threading); abi3 covers cp311-cp314.

Built locally against the real v1.0.20 checkout: cargo about generate resolves cleanly against rust/py's dependency graph (118 crates, all Apache-2.0/MIT/BSD/ISC/Zlib, matching about.toml's accepted list - no GPL).
