Adds a riscv64 wheel build for Arm's ML SDK VGF Library, a small CMake/pybind11 C++ library with no upstream CI of its own. Drives scripts/build.py directly inside the manylinux_2_39_riscv64 image, vendoring the four dependencies (argparse, nlohmann/json, flatbuffers, pybind11) pinned by arm/ai-ml-sdk-manifest's vgf-lib group, since none are bundled in the repo and the CMake find scripts have no FetchContent fallback.

sgl-kernel: unconditional CUDA (project(... LANGUAGES CXX CUDA), enable_language(CUDA), find_package(CUDAToolkit REQUIRED), find_package(Torch REQUIRED)), 55 .cu sources, no sdist published. Not portable to riscv64. ai-ml-sdk-vgf-library: plain CMake/pybind11 C++ library, no Vulkan driver needed at build time. PR #3001 opened.

ai-ml-sdk-vgf-library0.10.0Compiles Arm's VGF (Vulkan Graph Format) encoder/decoder, a CMake/pybind11 C++ library that needs no GPU or Vulkan driver at build time. Upstream publishes no riscv64 wheel.
Mirrors upstream's
scripts/build.py; upstream ships no GitHub Actions workflow of its own to follow instead.Differs from upstream
scripts/build.pydirectly inside the manylinux_2_39_riscv64 image instead of agit-repocheckout - argparse/json/flatbuffers/pybind11 are cloned at the versionsarm/ai-ml-sdk-manifest'svgf-libgroup pins, since none are vendored in this repo and the CMake find scripts have no FetchContent fallback.Testing

Patches
0001-pip_package-add-riscv64-to-the-wheel-platform-table.patch- To upstream.BDistWheel.get_tag()assertsmachine == "x86_64"on every non-aarch64 Linux arch, so riscv64 can't be named as a wheel tag at all without it.Draft until CI is confirmed green: opened without a local build check (sandboxed dev environment cannot compile/run third-party native code), so this is pending its first CI run.
