anki: Add version 26.8.1

Compiles Anki's Rust backend (rslib) into the _rsbridge abi3 extension; the Qt GUI is the separate pure-Python aqt wheel and is not built. Upstream publishes no riscv64 wheel.

Mirrors upstream's release.yml (./ninja wheels:anki).

Differs from upstream

• Built in the manylinux_2_39_riscv64 container, tagged manylinux_2_39_riscv64
• OFFLINE_BUILD with a minimal venv - upstream's venv syncs PyQt6/WebEngine, unavailable on riscv64
• protoc from Rocky's CRB - protobuf publishes no riscv64 protoc
• Project LICENSE staged into pylib/ - upstream's wheels ship none

Testing

• Upstream's pylib/tests, staged outside the checkout so the source tree does not shadow the wheel
• test_create_open deselected - expects / unwritable; the container runs as root

Patches

• 0001-build-add-riscv64-linux-platform.patch - To upstream. The build system panics on any arch but x86_64/aarch64. riscv64-only.

Tested on cp312/cp313/cp314 (one abi3 wheel).
