Subject: [PATCH] pyproject: ship LICENSE*

scikit-build-core's cmake.version key is already used as of this release
(the deprecated cmake.minimum-version issue tracked as gotcha/Issue #22 no
longer applies), but the sdist still declares no license-files, so a
LICENSE.openblas staged beside the project's own LICENSE (for the OpenBLAS
the Linux wheel dynamically links) is not packaged into dist-info/licenses/.
Declare it explicitly.

Upstream-Status: Inappropriate [riscv64-wheel-only concern: only our build vendors OpenBLAS via auditwheel, upstream ships no such wheel]
