Nightly version bump omitted the patches/warp-lang/<version> directory for
1.18.0, so the build's unconditional `git apply .../*.patch` step
failed with "No such file or directory" before any build/test ran.
Copied forward the same patch set from 1.17.0 (unchanged since then).
The carried-forward 1.17.0 patches did not apply to v1.18.0:

- 0001 (setup.py:73): upstream changed Platform.extension: str to
  extensions: tuple[str, ...] (Windows wheels now also ship .lib import
  libraries), so every platforms[] row changed. The riscv64 row is
  re-added in the new tuple form, (".so",). Upstream still has no
  riscv64 in setup.py, build_architecture.py or build_llvm.py, so the
  patch stays.
- 0005 (test_tile_oob.py:1): upstream dropped `import subprocess` and
  switched _run_in_subprocess() to run_python_subprocess(); only the
  context lines moved, the WARP_TEST_TILE_OOB_TIMEOUT override is
  unchanged.

0002-0004 apply as-is.
