Maturin/pyo3 bindings over cql2-rs. pyo3's abi3-py310 feature collapses the matrix to a single cp312-floor build per libc flavor, re-tested on cp313/cp314 via find_compatible_wheel; matches upstream's own cp310-abi3 PyPI wheel (no free-threaded variant). Both manylinux_riscv64 and musllinux_riscv64 legs are built, mirroring upstream's own musllinux job for other arches (rustup now ships a riscv64 musl host toolchain).
