The v12 maintenance workflow follows the website's default branch for API-docs checks and publication. Pin the checkout to v12 and push explicitly to HEAD:v12, so v12 releases keep updating v12 documentation after the website default moves to v13.

Follow-up to #8945; related to #8753.

Validation:

• opam exec --switch=5.3.0 -- make passed.
• Parsed the workflow YAML and executed its publication step against a temporary Git repository with default branch v13 and a detached v12 checkout; only v12 received the snapshot.
• Validated the changelog fragment and rendered the commit record.
