P1 · Commented StreamBridge send hides the live send
finish() adds the (dest, provider) key to seen before the engine removes comment-only lines. In DialectExtractor.extract the comment filter runs after finish() (dialect.py lines 205-208, t28). A commented match that comes first claims the key, so the live streamBridge.send("orders", ...) on a later line is skipped by if key not in seen. The engine then drops the commented match too, so the repo emits no provider for orders and the cross-service link is lost. The same mechanism applies to YAML: _FLAT_RE is unanchored, so a commented # x-out-0.destination=orders line can claim the key. Fix: skip comment-only matches before they reach seen, for example by checking ctx.comment_only_line at the match line in scan before appending to _send_calls or _binding_rows.
Checked: The engine drops comment-only contracts only after finish() has already claimed the (dest, provider) key in seen, and scan() runs the send regex over raw content with no comment check, so a commented StreamBridge.send to the same destination processed first suppresses the live send and is then itself removed.

In repowise-dev/repowise#4640, at packages/core/src/repowise/core/workspace/extractors/topic/cloud_stream.py:116: `finish()` adds the `(dest, provider)` key to `seen` before the engine removes comment-only lines. In `DialectExtractor.extract` the comment filter runs after `finish()` (dialect.py lines 205-208, t28). A commented match that comes first claims the key, so the live `streamBridge.send("orders", ...)` on a later line is skipped by `if key not in seen`. The engine then drops the commented match too, so the repo emits no provider for `orders` and the cross-service link is lost. The same mechanism applies to YAML: `_FLAT_RE` is unanchored, so a commented `# x-out-0.destination=orders` line can claim the key. Fix: skip comment-only matches before they reach `seen`, for example by checking `ctx.comment_only_line` at the match line in `scan` before appending to `_send_calls` or `_binding_rows`. It goes wrong when: A commented-out or Javadoc example such as `* streamBridge.send("orders", ...)` appears in the repo before the live send to the same destination, either in an earlier file or earlier in the same file. The scan regex also matches inside comments.

P3 · Blank line drops nested binding destination
_binding_destination treats any line whose leading-whitespace width is at or below the binding's indent as the end of the binding block. A blank line ("\n") has a width of 0 or 1, so it ends the block. YAML permits blank lines between a mapping key and its nested value, so a destination that follows a blank line is never recorded. Skip lines that are empty or whitespace-only before the indent check, so that they neither end the block nor reset it.

| if len(line) - len(line.lstrip()) <= binding_indent: | |

Checked: For any nested binding key (indent of 1 or more), a blank line has width at or below that indent, so _binding_destination returns None and drops the binding before a following nested destination is seen, and the proposed blank-line skip keeps the block without changing other behaviour; the top-level example in the trigger would not actually fire since a blank line's width of 1 exceeds indent 0.

In repowise-dev/repowise#4640, at packages/core/src/repowise/core/workspace/extractors/topic/cloud_stream.py:89-90: `_binding_destination` treats any line whose leading-whitespace width is at or below the binding's indent as the end of the binding block. A blank line (`"\n"`) has a width of 0 or 1, so it ends the block. YAML permits blank lines between a mapping key and its nested value, so a `destination` that follows a blank line is never recorded. Skip lines that are empty or whitespace-only before the indent check, so that they neither end the block nor reset it. It goes wrong when: A YAML binding key is followed by a blank line before its nested `destination:` line, for example `chargeOrder-in-0:`, an empty line, then ` destination: orders`. A blank line has an indent measure of 0 or 1, which is at or below the binding's indent, so the binding is dropped and no contract is produced.
