Update dependency certifi to v2026.10.19 [SECURITY] - autoclosed - #202
Certifi versions before 2026.10.18 include the emSign ECC Root CA - G3 root certificate in their bundled CA store. Eight eMudhra intermediate CA certificates that chain to this root have compromised private keys and the CA has revoked them.
An attacker with one of the compromised keys can issue valid-looking certificates for any hostname. If the attacker is also on-path, they can intercept or modify TLS traffic from clients that trust the certifi bundle. Examples include requests, urllib3 and pip, and the Python.org macOS installer.
Certifi 2026.10.18 removed all emSign roots from the bundle. Certifi 2026.10.19 restored the emSign roots that are not affected. Upgrade to 2026.10.19 or later, and rebuild container images that vendor certifi.
Updated the development environment’s Python version to 3.13. The updated configuration also reflects changes to the packages used in development.
The development requirements lockfile now identifies Python 3.13. It updates the certifi pin and hashes, removes exceptiongroup, importlib-metadata, and tomli, and updates dependency entries and annotations.

Summary
Update development dependency lockfile requirements-dev-py39.txt
The generated-file comment now names Python 3.13. The certifi pin and hashes change. The lockfile removes exceptiongroup, importlib-metadata, and tomli; it retains idna, tomlkit, typing-extensions, and urllib3, and updates the typing-extensions annotations.
The certifi security bump covers only the py39 lockfile, and that file was regenerated with Python 3.13, so the py39 test environment may fail to install or be missing dependencies. The py313 lockfile still pins the vulnerable certifi version. Regenerate the py39 lockfile with Python 3.9 and update the py313 certifi pin before merging.

Regenerate requirements-dev-py39.txt with Python 3.9.
tox.ini uses this file for the supported py39 environment. The current lockfile was compiled with Python 3.13 and removes Python 3.9 dependency entries such as exceptiongroup, importlib-metadata, tomli, and zipp. The resulting hash-pinned environment can be incomplete or fail to install on Python 3.9.
Run the existing pip-compile command with Python 3.9.

Update the py313 certifi pin.
The default tox environment installs requirements-dev-py313.txt, which still pins certifi==2026.7.22. Update it to 2026.10.19 or later with the corresponding hashes so the security update also covers the supported py313 environment.
