ci: bump rainix + Node 24 pins + autopublish bindings/dispair

• Bumps flake.lock rainix from f3bdb28 (May 2024!) to current HEAD.
• copy-artifacts.yaml: actions/checkout@v4 -> @v6, cache-nix-action@v6 -> @v7.
• Adds package-release.yaml as a thin caller of rainix-autopublish. Wires up rainlang_bindings and rainlang_dispair (leaves; only alloy registry dep). parser and eval intentionally skipped (parser needs internal-dep version coordination once bindings/dispair land on crates.io; eval has the foundry-evm git dep blocker).
