Adds a security policy and the files Anthropic's OSS Scanner needs (.oss-scanner/Dockerfile, Dockerfile.dockerignore, threat_model.md).

Verified on a Linux host: image builds, all member-crate tests pass, and inside --network none the build is offline and redvector answers PING/SET/GET.

- SECURITY.md: private reporting via email or GitHub advisories
- .oss-scanner/Dockerfile: offline-capable build (Rust 1.91, all crates
fetched, debug + release w/ debuginfo, member-crate tests precompiled)
- .oss-scanner/Dockerfile.dockerignore: keep tests/ and docs in context
- .oss-scanner/threat_model.md: RESP/REST/gRPC/RDB attack surface and
  severity rubric
Formatting only, no code changes. CI's Format Check has never run
because ci.yml failed to parse.
- uses: cannot contain expressions; select nightly/stable via
dtolnay/rust-toolchain@master + toolchain input (this made every run
since July fail with zero jobs)
- run member-crate tests (-p ...) with --features full; plain
cargo test --all ran 0 tests because the root has no [workspace]
- install protoc, cache with Swatinem/rust-cache, upload-artifact v4
- docker-build only on v* tags, auth via google-github-actions/auth
- drop duplicate release job (build-release.yml publishes releases)
- test_trait_interface: hnsw_rs sometimes returns 1 of 2 neighbours on a
2-node graph (~1/8 runs); assert the trait plumbing, not recall
- Dockerfile, Dockerfile.distroless: rust 1.85 -> 1.91 (icu_* need 1.88);
Dockerfile no longer requires a Cargo.lock the repo doesn't track
