[sdc] SDC version 1.4.0 release

SDC Helm Chart v1.4.0

Bump SDC Helm chart to version 1.4.0 to align with the new SDC server release.

Changes

• charts/sdc/Chart.yaml: version 1.3.0 → 1.4.0
• charts/sdc/Chart.yaml: appVersion 1.3.0 → 1.4.0

The container image tag defaults to the chart appVersion, so no values.yaml change is required.

Release Process

Once merged to master, chart-releaser-action will automatically:

1. Package the chart as sdc-1.4.0.tgz
2. Create GitHub release / tag sdc-1.4.0
3. Update the gh-pages Helm repo index

Note: PR for the follow-up 1.4.1 release is stacked on top of this branch. Merge this PR first (deleting the branch) and the 1.4.1 PR will auto-retarget to master.
