test: bound coordinator refresh polling in CI

• Keep periodic refresh fallback inside the test's 30-second generation-change deadline when auto backend selection uses polling and an edit lands during startup snapshot handoff.

• The focused release test compiled locally but could not reach MCP startup because the checkout lacks the native Ladybug extension cache.
