Build from the GitHub tag archive since release assets don't exist for RCs, and sync build flags with upstream ci/scripts/PKGBUILD (ARROW_AZURE=OFF, CMAKE_DISABLE_PRECOMPILE_HEADERS=ON). Co-Authored-By: Claude <noreply@anthropic.com>
