Add RFC 10008: The HTTP QUERY Method

Proposal:

RFC 10008: The HTTP QUERY Method is now a finalized RFC on the Standards track, and the method name has been added to the IANA registry

So let's add it to python httplib too!

HTTPMethod only holds 9 methods currently, which is the 8 methods in RFC 9110, plus PATCH.
I'd assume that cpython doesn't want to track every single method in the registry, so it wouldn't make sense to add this one unless it became very common (e.g. PATCH is used in many REST APIs).

I definitely would not like to have all IANA methods, but 9110 plus PATCH plus QUERY, which is why I made this PR. QUERY has been a long time coming and I'm sure will see strong adoption. Especially because cpython has long release cycles (it will be quite some time before everyone will be on 3.16) I think it's the best time to add QUERY right now.
