`ci/` vs. `.ci/`

On [2023-10-12 it was decided](https://github.com/pysal/mgwr/pull/128#issuecomment-1759868813) to adopt the `ci/` directory name over the hidden `.ci/` to house environments used in continuous integration. We should update that across the ecosystem.
