Description

Part of #11721.

The deprecated dims= and dimensions= arguments and the 1D spline interpolator currently emit PendingDeprecationWarning, which is hidden by default. Change these warnings to FutureWarning so users can see the existing migration advice.

The warning messages, keyword forwarding and interpolation behavior stay the same. Tests check the default and custom deprecated argument names, verify that dim= stays quiet, and update the spline warning checks. The release notes describe the warning category change.
