Description

This PR partially addresses item 7 of #11721 by removing the deprecated hue_style argument from 1D line and scatter plots for both DataArray and Dataset.

The argument has been deprecated since v2023.07.0 and no longer has any effect. Its related warning code has also been removed. The hue_style argument in quiver and streamplot remains unchanged.

The Breaking Changes section in whats-new.rst has been updated to explain the alternatives. Positional argument restrictions are not included in this PR.

All 583 plotting tests passed, along with mypy and ruff checks.

It has raised a FutureWarning since v2023.07.0 (pydata#7925) and has had no
effect since v2022.10. Quiver and streamplot keep their hue_style.
