Summary

Adds Ubuntu 24.04 (Noble) to the supported operating systems in metadata.json.

Rebased onto current main. The earlier .fixtures.yml change (pinning puppet_agent to v4.21.0) was dropped, because main now uses an unpinned puppet_agent fixture.

• Root cause and the steps to reproduce. (If applicable) N/A, this is a new platform support addition.
• Thought process behind the implementation: Ubuntu 24.04 uses the same Docker apt repository and systemd service handling as 22.04, so only the supported-OS metadata needs to change. Spec and acceptance results will confirm this.
